Diagnostics panel for app creators

Your app's background work, email log, and runtime errors now live together in a single Diagnostics panel in the studio. Workspace admins and editors (not just platform admins) get notified when their live app hits a runtime error — by email and via the in-app bell — with a deep link that opens the panel, jumps to the right tab, and highlights the specific error. You can mark errors resolved, copy the raw message to paste back into a prompt, and an alert will re-fire if a resolved error reappears or if a re-publish doesn't actually fix it.
