Fewer error emails from transient platform hiccups

We've significantly cut down on noisy "App error" emails. Runtime error notifications for transient issues (like brief network blips or deploy windows) no longer fan out to every workspace editor, and the AI builder now wraps shared-storage writes in proper error handling so temporary failures surface as in-app toasts instead of unhandled errors.
